SUBJECT: Establishment and Governance of the Venmork Continuance Programme

EFFECTIVE: 18 July 2026

APPLIES TO: All Venmork offices, personnel, facilities, and authorized partners

## 1. Purpose

This directive formally establishes the Venmork Continuance Programme as the corporation’s unified system for receiving, protecting, accommodating, treating, and supporting individuals whose circumstances prevent an immediate and safe return to ordinary civilian life.

No individual should be punished for surviving what the world was not prepared to understand.

Venmork Technologies recognizes that anomalous exposure, classified incidents, experimental treatment, and extraordinary medical conditions may leave a person without a safe home, suitable care, or responsible institutional protection. The Continuance Programme exists to provide that protection.

## 2. Programme Mandate

The Continuance Programme shall provide:

- Secure and humane residential accommodation

- Medical and psychological care

- Protection from external threats

- Controlled access to experimental treatment

- Education, recreation, and personal development

- Structured participation in approved research

- Periodic review of placement and release eligibility

- Preservation of personal dignity throughout residency

Programme facilities shall be designed as residential environments. Security measures must remain proportionate to the documented risks associated with each Resident and must not replace appropriate medical or welfare support.

## 3. Resident Status

Individuals accepted into the programme shall be formally designated as Continuance Residents.

“Resident” is the required term in routine communication, documentation, signage, and direct address.

The terms “test subject,” “specimen,” “asset,” and similar dehumanizing classifications are prohibited in official communication except when reproduced as part of an unchanged historical record.

During an approved research activity, a Resident may additionally be described as a Research Participant. This designation applies only to the relevant activity and does not replace their status as a Resident.

Residency does not constitute employment with Venmork Technologies unless the individual separately holds an active personnel appointment.

## 4. Placement

A person may enter the Continuance Programme through:

- Voluntary medical or research enrollment

- Protective placement following an extraordinary incident

- Medical referral requiring specialized care or quarantine

- Referral by an authorized government or partner institution

- Identification of an anomalous condition requiring supervision

- Temporary placement following a Venmork workplace incident

- Another placement authorized by the Office of Executive Operations

Every placement must possess a recorded legal, medical, protective, or operational basis. Placement authority does not remove Venmork’s obligation to provide humane treatment.

## 5. Resident Welfare

Every Resident shall receive accommodation appropriate to their medical, psychological, and security requirements.

Unless an individual risk assessment requires otherwise, Residents shall have access to:

- Private sleeping accommodations

- Sanitary facilities

- Nutritious meals

- Medical treatment

- Psychological support

- Recreation and exercise

- Education and structured activities

- Approved personal communication

- A clear daily schedule

- Welfare interviews

- A documented process for requests and complaints

Restrictions may be imposed when necessary to protect the Resident, other personnel, the facility, or the public. Restrictions must be documented, reviewable, and no broader than the established risk requires.

## 6. Research Participation

Resident participation in research must occur through an approved protocol.

Before participation, the responsible team must establish:

- The purpose and authorization of the activity

- The Resident’s current medical suitability

- Required safety and containment measures

- The identities and responsibilities of participating personnel

- Conditions requiring immediate termination

- Post-activity observation and recovery requirements

- The method by which findings will be documented

No research objective supersedes the immediate preservation of life.

Residents shall receive an appropriate briefing before participation and medical evaluation afterward. When information cannot be disclosed for security reasons, the responsible office must still provide the Resident with sufficient instruction to participate safely.

## 7. Review and Release

Residency shall remain subject to periodic review.

A release assessment may consider:

- Continuing medical requirements

- Remaining anomalous effects

- Risk to the Resident

- Risk to the public

- Protective-security requirements

- Classified-information exposure

- External threats

- Contractual or referring-authority obligations

- Availability of suitable accommodation outside Venmork

Release may include unrestricted discharge, supervised reintegration, transfer to a partner institution, continued outpatient care, or another approved arrangement.

No Resident shall be promised a release date that Venmork is not authorized or prepared to honor.

## 8. Office Responsibilities

The Office of Executive Operations shall maintain programme policy, resolve cross-office disputes, and exercise final institutional oversight.

The Office of Medical & Anomalous Sciences shall provide medical care, establish research standards, assess anomalous conditions, and protect participant safety.

The Office of Security & Containment shall protect Residents, personnel, and facilities while applying the least disruptive measures compatible with established risk.

The Office of Systems & Logistics Command shall maintain residential infrastructure, transportation, food, equipment, utilities, and continuity of essential services.

The Office of Corporate & Data Relations shall preserve programme records, classification controls, authorized communications, and institutional history.

The Office of Personnel & Psychological Oversight shall represent Resident welfare, conduct psychological assessments, review restrictions, receive complaints, and monitor the human consequences of programme decisions.

No office possesses unilateral authority over every aspect of a Resident’s placement.

## 9. Institutional Principle

A Continuance Resident is a person under Venmork’s protection.

Security does not remove dignity. Research does not remove identity. Classification does not remove institutional responsibility.

Every office and employee entrusted with the Continuance Programme shall act accordingly.

All Offices are currently available in regards to both staff and management. Apply to a specific office before you make a promotion request. All applications will be reviewed equally.

This is also the first directive, more so a test than anything else. Please inform your office manager of any issues regarding Venmork Technologies in any capacity (Sentinel, the discord, the group, etc).
